The United States has unveiled a sweeping tariff proposal targeting 60 countries, including Pakistan, over what it calls inadequate action against forced labour in global supply chains \u2014 a move that could deal a fresh blow to Pakistan’s already fragile export sector.<\/p>\n

The US Trade Representative announced the plan on Tuesday, proposing tariffs ranging from 10% to 12.5% on imports from nations deemed to have failed in enforcing bans on goods produced through forced labour. Pakistan was specifically named among six countries \u2014 alongside Canada, Ecuador, the European Union, Indonesia, and Mexico \u2014 that Washington says have not effectively enforced such prohibitions.<\/p>\n

Another 54 economies, including China, Vietnam, Taiwan, and the United Kingdom, were accused of failing to impose forced labour import bans altogether.<\/p>\n

“The failure of our most important trading partners to address the importation of goods made with forced labour is unacceptable,” said US Trade Representative Jamieson Greer. “This creates a dynamic where American workers are forced to compete globally on an unlevel playing field.”<\/p>\n

The proposed duties will now enter a public comment period, with written submissions accepted until July 6, followed by official hearings. A final decision is expected later this year.<\/p>\n

For Pakistan, the timing could not be worse. The country is navigating a delicate economic recovery under International Monetary Fund supervision, with exports to the United States forming a critical pillar of foreign exchange earnings. Any new tariffs threaten to erode competitiveness in key sectors such as textiles, apparel, and agricultural products.<\/p>\n

The tariff proposal does include certain exemptions \u2014 beef, coffee, some fruits and nuts, and goods covered under the North American free trade agreement will be spared. Certain textiles and apparel may also be excluded, though details remain unclear.<\/p>\n

The move follows a turbulent period for US trade policy. Earlier this year, the Supreme Court struck down a wave of tariffs imposed by President Donald Trump, prompting his administration to launch fresh investigations into trading partners. These probes examined whether countries were taking adequate steps to block imports made with forced labour and whether such failures harmed American commerce.<\/p>\n

Washington has also initiated separate investigations into excess industrial capacity, signalling a broader push to reshape global trade rules in favour of American workers and industries.<\/p>\n

For Islamabad, the challenge now is twofold: demonstrating stronger enforcement mechanisms to avoid the tariffs, and preparing contingency plans if the duties take effect. Pakistani officials have yet to issue a formal response, but the stakes are clear \u2014 any reduction in access to the lucrative US market could ripple through an economy already grappling with inflation, currency pressures, and energy shortages.<\/p>\n
