Tax law specialist Dr Ikramul Haq warned the budget will likely rely on &#8220;coercive collection&#8221; rather than genuine reform, with the burden falling again on salaried persons, compliant businesses, and formal-sector taxpayers through higher withholding taxes, petroleum levies, and indirect taxation.<\/p>\n<p>Amreen Soorani of Al Meezan Investment noted the &#8220;colossal revenue target&#8221; may require heavy-handed taxation, higher petroleum levies, and aggressive digital enforcement against non-filers. She warned that petroleum levy increases, especially on high-speed diesel, pose significant inflationary risks due to their multiplier effect on food prices through the agricultural supply chain.<\/p>\n<p>The government has prepared three proposals for public sector salary and pension increases\u20145 percent, 7.5 percent, or 10 percent\u2014with the final decision depending on inflation trends. The PPP has demanded a 20 percent increase. Additionally, the budget will introduce a Defined Contributory Pension system for armed forces personnel, following last year&#8217;s introduction of the scheme for civilian recruits.<\/p>\n<p>As June 10 approaches, the government faces the delicate task of satisfying the IMF, appeasing coalition partners, delivering on relief promises, and maintaining the economic stability that has taken years to achieve.
