The overwhelming response allowed Pakistan to secure highly competitive terms, with a coupon rate of just 2.5 percent, reflecting strong market confidence in the country’s improving economic fundamentals.

Advisor to the Finance Minister Khurram Schehzad announced the achievement, calling it far more than a routine financing deal. He described the issuance as Pakistan’s strategic entry into the world’s second-largest capital market, a diversification of the country’s investor base, and a structured return to international capital markets after years of economic turbulence.

Demand for this inaugural tranche alone exceeded Pakistan’s entire planned Panda Bond program of 7.2 billion yuan, or about $1 billion. The result underscores growing international recognition of Pakistan’s economic recovery, disciplined fiscal management, and improved external stability.

Finance Minister Muhammad Aurangzeb addressed the bond launch ceremony at Pakistan’s embassy in Beijing, emphasizing the historic nature of the event. He noted that Pakistan has become the first South Asian nation to issue a Panda Bond, marking a new chapter in financial collaboration with China as the two countries celebrate 75 years of diplomatic relations.

Aurangzeb highlighted that the bond is Pakistan’s first sustainable Panda Bond, with proceeds earmarked for projects in the water, energy, and health sectors. This aligns with the government’s commitment to inclusive and sustainable growth.

The issuance was supported by major financial institutions, including China International Capital Corporation as lead underwriter, alongside Bank of China, Standard Chartered Bank, and Hongta Securities. Credit-enhancement guarantees from the Asian Infrastructure Investment Bank and the Asian Development Bank helped facilitate Pakistan’s entry into China’s onshore bond market.

The finance minister pointed to broader economic improvements, including stronger GDP growth, sharply reduced inflation, improved foreign exchange reserves, fiscal consolidation, and a stabilized external sector supported by resilient exports and robust remittance inflows.

Meanwhile, Pakistan’s Ambassador to China Khalil Hashmi revealed that cooperation between the two nations is expanding across 21 priority sectors, with investments exceeding $1.5 billion. He highlighted growing Chinese investment in defense production, information technology, agriculture, infrastructure, pharmaceuticals, and manufacturing.

Hashmi also emphasized the transformational role of the China-Pakistan Economic Corridor, which he said has laid the foundation for prosperity, regional connectivity, and economic growth. Future phases are expected to create greater opportunities in industrialization, agriculture, technology, and logistics.

In a separate meeting, Federal Minister for Commerce Jam Kamal Khan discussed bilateral trade and industrial cooperation with Chinese Minister Counsellor Yang Guangyuan. A major focus was collaboration in electric vehicles, renewable energy, battery manufacturing, and advanced industrial technologies. Kamal noted that Chinese automotive brands have established a growing presence in Pakistan, and the next phase should focus on deeper industrial collaboration, technology transfer, and joint ventures in EV manufacturing.

The successful Panda Bond issuance sends a powerful signal that Pakistan is transitioning from crisis management to market confidence, from short-term financing pressures to long-term capital market access, and from stabilization to strategic growth.

Pakistan has achieved a major economic milestone by successfully issuing its first-ever Panda Bond in China’s onshore capital market, with investor demand reaching an astonishing five times the offered amount.
